Elcat is a Finnish company from Järvenpää that converts Subaru-based micro-vans to electric drive and sells them under the Cityvan name. This page gathers versions the register could not assign to a named range: the E10 Cityvan, E12 Cityvan and the E12-FA7K-Cityvan/189 and E12-FA8L-Cityvan/189 versions; the numbers 10 and 12 denote the model generation.

The register lists here 4 electric versions with 13 to 14 kW of power, unladen weights from 1,180 to 1,470 kg, gross weights from 1,435 to 1,700 kg, lengths from 3,430 to 3,530 mm and a width of 1,430 mm.

Such electric micro-vans are found in Finland mainly with municipal services, on company premises and in inner-city delivery work, where the low power and range are offset by low running costs and emission-free operation; registration runs through the Finnish transport authority Traficom.

On a used example, the condition of the traction battery and its remaining capacity, the condition of the Subaru donor chassis under the electric conversion, corrosion on the body and frame, and brakes and suspension under the battery weight, higher than on the original vehicle, all count.

Being battery-electric, the Cityvan is entirely exempt from any Euro emission stage involving exhaust-gas recirculation or a particulate filter, and it escapes driving bans in inner-city low-emission zones that apply elsewhere in Europe to combustion-engined vehicles; unlike the Subaru donor vehicle, the conversion also removes the clutch, since the electric motor needs no manual gearbox.
