AGCO Allis carried on in the 1990s the farm-equipment line that had once been part of Allis-Chalmers, one of the major American tractor makers, which passed via the Deutz-Allis joint venture of the 1980s to the newly founded AGCO group. The 9800 series occupied the brand's upper power segment for large row-crop tractors in North America during this transitional period.

The 9815 is powered by a Detroit Diesel six-cylinder engine of 8,705 cm³ displacement, delivering 218 hp or 160.3 kW and 989 Nm of torque at 2,200 rpm, making it one of the most powerful tractors of its time. At 8,894 kg unladen weight, 5,080 mm length, 2,489 mm width and 3,073 mm height on a 2,921 mm wheelbase, it is a heavy, water-cooled tractor for large arable operations, whose design top speed of 40 km/h calls for the German T licence class.
