Behind KONGSBERG CUAS in the SAN programme stands a contract of January 2026 in which KONGSBERG (Norway), together with PGZ, supplies counter-drone systems to the Polish Armament Agency (Agencja Uzbrojenia). The core is solutions of the Protector line, that is the PROTECTOR weapon station. According to the trade press, radars and command system come from Advanced Protection Systems (APS).
The system is listed as a weapon system for vehicles and stationary installation; kinetic and non-kinetic means are possible as the mode of action. The SAN programme is an armaments programme of the armed forces, not a catalogue product: the sensor and effector fit follows the order. The stated field of use is the military.
As a military weapon system it is subject to export control. According to the manufacturer, exports require a licence. The effectors belong to the countermeasures reserved to the state. Active intervention in a drone's flight, that is destroying, disabling or taking over, is permitted to designated state bodies in Poland under Art. 156ze of the Aviation Law (Dz.U. 2025 item 179). In Germany hazard prevention is in principle a matter for the federal and state police; the armed forces support under § 15a LuftSiG through administrative assistance. Jammers may be operated only by authorities and armed forces in Germany (§ 91 TKG) and in Poland (Art. 42 of the Electronic Communications Law, Dz.U. 2024 item 1221).
For weapon stations on vehicles or at fixed sites, servicing of drives, optics and aiming mechanics to the manufacturer's rules, radar calibration, matched software versions between weapon station and command system, and operator training count. Cooperation of several manufacturers from different countries makes upkeep of the interfaces an ongoing task.

What to check before buying
- Check the hour meter against the service records — a replaced instrument is the most common gap.
- Compare the data plate and chassis number with the papers.
- Ask about parts availability for this build year — the running costs hang on it.
