The 90/99 is powered by a water-cooled four-cylinder engine of 7.26 litres, built to run on petrol or kerosene, delivering 33 kW at 1,125 rpm, roughly 44.9 hp. At an unladen weight of 2,812 kg, a height of 1,521 mm, a length of 3,372 mm, a width of 1,651 mm and a wheelbase of 2,032 mm, the machine has a design top speed of 11 km/h.

A displacement of 7.26 litres spread over just four cylinders means considerably more volume per cylinder than smaller tractor engines of the time, giving high torque at low speed for heavy drawbar work such as ploughing and cultivating. The low speed of 1,125 rpm at large displacement was typical of the heaviest American farm tractors of the period, which favoured durability and steady pull; the low top speed of 11 km/h confirms a design aimed at fieldwork.

When buying an Oliver 90/99, check compression and oil consumption on each cylinder, since large individual cylinder volumes show wear more clearly. The condition of the cylinder head and valves should also be checked on such an old engine, along with the carburettor, cooling system and clutch.
