The Star line, like the Formel-S line, was part of International Harvester's European tractor programme of the early 1970s. The 383 was built from May 1972 to February 1975 and occupied the lower power class of light general-purpose tractors within the Star line.

The 383 has a water-cooled three-cylinder diesel engine of 2,536 cm3 displacement, producing 25.6 kW (35 hp) at 1,900 rpm. At 2,065 kg, 3,245 mm long and 1,582 mm wide on a 1,920 mm wheelbase, it is a light tractor for smaller plots. Overall height is 2,272 mm, top speed 25 km/h.
With a three-cylinder engine under 30 kW, the 383 belongs to the class of small general-purpose tractors built in the 1970s for grassland farms, specialty crops and smaller arable plots. At a top speed of 25 km/h it falls, in Germany, into driving licence class L, capped at 40 km/h. The power take-off and three-point linkage of such light tractors likewise followed the standard 540 rpm and ISO 730.
On a used three-cylinder of this power class, besides the usual checks of compression and injection pump, it is worth looking closely at the front axle bearings, which see heavier use on light tractors with frequent front-end work such as loader or mower attachments. Gearbox seals and brake cables belong on the checklist too, along with the condition of the wing mounts and the paint underneath them, where hidden corrosion often starts first.
