Bührer, a Swiss tractor maker based in Hinwil in the canton of Zurich, ran the P range as a Super line alongside simpler Standard ranges such as O-Standard or M/N Standard, competing with brands such as Hürlimann and Meili. The PF-21 Super (A) was built from 1968 to 1974, in the same period as the six-cylinder GM-29 Super-Six and the smaller OP-17 Standard.

The PF-21 carries a water-cooled four-cylinder diesel engine of 4,184 cm³ displacement, producing 49.3 kW (67 hp) at 1,900 rpm and developing 248 Nm of torque. With an unladen weight of 2,430 kg, a length of 3,290 mm, a width of 1,760 mm, a height of 1,670 mm and a wheelbase of 2,140 mm, it reaches a top speed of 25 km/h.

At 67 hp, the PF-21 as a Super version sat between the marque's smaller Standard four-cylinder and its big six-cylinder, covering the upper mid class for tillage and draft work on medium Swiss farms, heavier work than plain yard duties.
