This ratio of unladen weight to payload is typical of a simple flatbed or box trailer in this class: the body itself stays light, while the permitted load makes up most of the gross weight.
In class O2, a category B licence is enough in most European countries, provided the combined train weight stays under the relevant national limit. The overrun brake slows the trailer purely mechanically, using the thrust generated as the towing vehicle brakes, with no power supply of its own required.
When buying used, it is worth checking the overrun coupling for smooth action and wear, the brake linings and cables, and the chassis for rust around the mudguard mounts and the load bed. The ball coupling and nose weight should also be checked with a set of scales, since both have a direct bearing on safety while the trailer is being towed on the road.
